FOREIGN WORKER EMPLOYMENT SUPPORT

From considering foreign hiring to recruitment admin, immigration procedures, and post-hire support — with a clear division of roles among specialists

For manufacturing, factories, logistics, food & beverage manufacturing, and transport: recruitment administrative support, immigration procedures by a certified administrative scrivener, and Specified Skilled Worker support by a Registered Support Organization, delivered jointly by each specialist. Based in Chiyoda, Tokyo — serving companies nationwide.

Three Strengths

Recruitment Administrative Support

We handle the recruiting company's administrative work — from job-posting design and application intake to tracking selection status and collecting onboarding documents.

Status-of-Residence Applications by a Gyoseishoshi

Preparation and filing of status-of-residence applications are undertaken by a partner certified administrative scrivener (Gyoseishoshi) office.

Post-Hire Support as a Registered Support Organization

As a Registered Support Organization accredited by the Immigration Services Agency, we carry out the mandatory support for Specified Skilled Worker (i) foreign nationals.

Toyo Shoji LLC does not hold a licensed (fee-charging) employment placement license. Sourcing, selection, recommendation, and matching of candidates are handled by partner agencies that hold such a license.

Our Support & Services

Company-side recruitment admin, status-of-residence applications, and Registered Support Organization services, with clearly divided roles.

A. Foreign-Worker Hiring & Acceptance Readiness Review

  • Review of the intended job duties
  • General overview of the applicable programs
  • General check of Specified Skilled Worker fields and task categories
  • Organizing headcount, timeline, and cost
  • Review of the company's acceptance structure
  • General check of the structures and requirements needed as an accepting organization
  • Organizing a domestic vs. overseas hiring approach

Individual determinations of status-of-residence eligibility, filing strategy, and required documents are not part of this review; a certified administrative scrivener office handles them separately as needed.

B. Recruitment Process Outsourcing (Administrative)

  • Design of the recruiting workflow
  • Drafting of job-description originals
  • Support for posting/updating on job platforms (assisting operation under the company's own name and account)
  • Application intake (receiving, organizing, and recording applications that arrive at the company's own intake channel)
  • Standardized correspondence to applicants (under the company's name, conveying decisions made by the company)
  • Checking for missing documents
  • Formal checks against criteria set by the company
  • Mechanical scheduling of interviews
  • Tracking of selection status
  • Guidance on and collection of onboarding documents
  • Monthly progress reports

Applications are directed to the company's own channel (its email address / platform account). Decisions on hiring, evaluation of candidates, matching with job openings, and determination of working conditions are made by the recruiting company or a licensed employment placement agency.

C. Coordination with Licensed Placement Agencies

  • Organizing the job requirements
  • Serving as the point of contact with the placement agency
  • Managing the hiring schedule
  • Handoff to status-of-residence applications after hiring
  • Handoff to Registered-Support services after hiring

Sourcing, selection, recommendation of candidates, and matching with job openings are carried out by our partner agencies that hold a licensed (fee-charging) employment placement license.

D. Status-of-Residence Application Support

  • Specified Skilled Worker
  • Engineer / Specialist in Humanities / International Services
  • Intra-company Transferee
  • Certificate of Eligibility (COE) application
  • Change of status of residence
  • Extension of period of stay
  • Preparation of the company-side application materials
  • Handling of additional documents and explanatory statements

Certified administrative scrivener work relating to status-of-residence applications is undertaken by a partner Gyoseishoshi office.

E. Registered Support Organization Services

  • Pre-departure / pre-employment guidance
  • Support on arrival in Japan
  • Help getting started with housing, bank accounts, mobile phones, etc.
  • Life orientation
  • Guidance on Japanese-language learning opportunities
  • Consultation and complaint handling
  • Regular interviews
  • Preparation of support records
  • Management of filings to government authorities
  • Retention support after hiring

Periodic filings are, in principle, made once a year (submitted each year between April 1 and May 31); regular interviews are held every three months. Please confirm the current frequency and forms on the Immigration Services Agency's official website.

F. Support for Transition from Technical Intern Training to Specified Skilled Worker

  • Confirming the technical-intern-training completion date
  • Checking the feasibility of transition to Specified Skilled Worker
  • Confirming how the occupation/tasks map to Specified Skilled Worker fields
  • Confirming test exemption or the need to sit for tests
  • Review of employment conditions
  • Change-of-status application
  • Transition to Registered-Support services

About the division of roles

Employment placement is contracted and carried out by our partner licensed (fee-charging) employment placement agencies. Certified administrative scrivener work for status-of-residence applications is undertaken by a Gyoseishoshi office. Toyo Shoji LLC provides recruitment process outsourcing (administrative support), development of foreign-worker acceptance structures, and Registered Support Organization services.

Notes on pricing

  • Placement fees for employment placement are a separate contract and separate charge with the partner licensed placement agency, based on that agency's own fee schedule (amounts are not published on this site).
  • All prices are exclusive of consumption tax.
  • Fees are quoted individually depending on scope, headcount, region, and languages.
  • Out-of-pocket costs (interpreting, translation, transport, travel, etc.) and fees payable to government authorities are charged separately.
  • Formal pricing is provided in a written quotation.

Technical Intern Training & Ikusei Shuro

Prepare for the transition from technical intern training to Specified Skilled Worker and Ikusei Shuro.

Key points

  • The Technical Intern Training program is being reorganized into the Employment for Skill Development (Ikusei Shuro) program.
  • The Ikusei Shuro program is scheduled to take effect in April 2027.
  • Technical intern trainees are not automatically converted to Ikusei Shuro.
  • Transitional measures apply to the current Technical Intern Training program.
  • In some cases, transition from Technical Intern Training to Specified Skilled Worker is possible.
  • The occupation/tasks, skills-evaluation test, and Japanese-language test need to be confirmed.
  • Ikusei Shuro requires preparation for worker development, skills, Japanese ability, transfer handling, and more.
  • You will need to organize your contract with the current supervising organization, trainees' completion dates, and a transition plan.

How we help

  • Listing of technical intern trainees and their completion dates
  • Assessment of transition feasibility to Specified Skilled Worker
  • Confirmation of target fields and task categories
  • Change-of-status applications
  • Switch to Registered-Support services
  • Company-readiness review for the Ikusei Shuro program
  • Development of the foreign-worker employment structure

Please note

Supervision, brokering of the establishment of employment relationships, and supervising-support services under Ikusei Shuro are handled by a Supervising Support Organization licensed under the Ikusei Shuro Act. At present, Toyo Shoji LLC provides transition preparation, acceptance-structure development, transition to Specified Skilled Worker, status-of-residence applications, and registered support.
