Cabinet Decision (January 2026): Logistics Warehousing, Resource Recycling, and Linen Supply Added to Japan's Specified Skilled Worker Program

Japan has expanded the industries covered by its Specified Skilled Worker (SSW) Program.

Following a Cabinet decision in January 2026, three new sectors—logistics warehousing, resource recycling, and linen supply services—have officially been added to the SSW program.

The expansion provides employers in labor-shortage industries with additional opportunities to recruit foreign workers and strengthen their workforce.

The logistics industry has experienced growing demand for warehouse staff responsible for receiving and shipping goods, sorting, picking, and packaging due to the rapid expansion of e-commerce. At the same time, the resource recycling sector continues to face labor shortages in recycling and waste management, while the linen supply industry, which serves hotels, hospitals, and other facilities, has also struggled with a chronic shortage of workers.

The inclusion of these three industries reflects the Japanese government's efforts to address these workforce challenges.

However, being added to the SSW program does not mean employers can immediately begin hiring foreign workers.

Companies must still meet the eligibility requirements for accepting Specified Skilled Workers, conclude compliant employment contracts, complete the required notifications and procedures, and establish appropriate support systems. Depending on the industry, employers may also be required to join the relevant industry council or satisfy additional operational requirements.

Detailed implementation guidelines, acceptance criteria, and examination requirements are expected to be announced by the relevant government ministries and agencies.

Companies planning to hire foreign workers in the logistics warehousing, resource recycling, or linen supply sectors should continue monitoring official announcements and begin preparing in advance so they are ready once the system becomes fully operational.
