Many companies employing Specified Skilled Workers choose to outsource support services to a Registered Support Organization (RSO). However, outsourcing support does not mean that all employer responsibilities can be transferred.
Under Japanese law, Registered Support Organizations are authorized to provide services such as daily life orientation, assistance with administrative procedures, consultation services, airport pick-up, and other legally required support to help foreign workers settle into life in Japan.
However, responsibilities including signing employment contracts, paying wages, managing working hours, enrolling employees in social insurance, and ensuring workplace safety remain the legal obligations of the employer. These duties cannot be outsourced to an RSO.
The employing company is always responsible for managing its employees, while the Registered Support Organization serves as a professional partner that supports both the employer and the foreign worker.
