Cabinet Decision (January 2026): Logistics Warehousing, Resource Recycling, and Linen Supply Added to Japan's Specified Skilled Worker Program

Japan has expanded the industries eligible under its Specified Skilled Worker (SSW) Program for foreign workers.
Following a Cabinet decision in January 2026, three new sectors—logistics warehousing, resource recycling, and linen supply services—have been added to the SSW program.
This expansion provides companies in industries facing persistent labor shortages with new opportunities to recruit foreign workers.
In the logistics sector, the rapid growth of e-commerce has increased demand for workers engaged in warehousing operations, receiving and shipping goods, sorting, picking, and related tasks. The resource recycling industry also continues to face labor shortages in recycling and waste management, while the linen supply industry has experienced chronic workforce shortages for many years.
The addition of these three sectors reflects the government's efforts to address labor shortages in these industries.
However, being included in the SSW program does not mean employers can immediately begin hiring foreign workers.
Companies must still satisfy the requirements for accepting Specified Skilled Workers, conclude compliant employment contracts, complete the necessary notifications and procedures, and establish appropriate support systems. Depending on the industry, membership in the relevant industry council and additional requirements may also apply.
Detailed operational guidelines and acceptance requirements are expected to be announced gradually by the relevant government ministries and agencies.
